The short answer is NO. 

Cameras like CM093-IP, CM70-IP, CM71-IP and CM73-IP cannot be upgraded to support NDI. 

You need to buy the CM93-NDI, CM70-NDI camera if you want the NDI support. CM70-NDI has NDI enabled by default and does not need a separate license (except the license AV-LC70-1 if you would need to unlock some premium features such as Tally light, SRT and Color matrix, more information in How to register a license in a CM7x series).
